Parish Clerks: Recruitment, Terms & Conditions

Over the past few years many parishes have had problems recruiting and retaining parish clerks. If a parish has a vacancy for a clerk they can notify SDC who will put an advert both on their website and in the Bulletin. Philippa Read of WALC informed the members that a survey of the Society of Local Council Clerks showed that of their members 75% of clerks do not have a contract.

There is an AQA qualification for clerks and many training sessions are run to prepare clerks to take this qualification. Parishes should, wherever possible, encourage their clerks to take this qualification as it is very focused on parish council legislation which is very different from the district council legislation. Any vacancies for parish clerks can also be advertised in the WALC newsletter. WALC is also pioneering a scheme whereby a pool of clerks is being created from which people can be drawn out to provide emergency cover in parishes where the clerk is ill or on holiday.
