MINUTES OF THE ANNUAL GENERAL MEETING OF THE SOUTH NEWTON AND STOFORD PARISH COUNCIL HELD IN THE VILLAGE HALL ON WEDNESDAY 11TH MAY 2005 AT 7.00 P.M. Present: Cllr. C. Butters (Chairman) Cllrs D. Fardell, D.Blake, N.Piner, A.Recknell, R. Henstridge, P.Swanton, D.Barry, R.Small and the Clerk WCC Ian West SDC John Brady Members of the public. 1. Chairmans address The Chairman welcomed the members of the public including the Reverend Hugh Bonsey and congratulated Councillor Ian West on his recent success in the local elections. 2. Clerks report The Clerk’s report was read and is attached in memo form. 3. MINUTES The Minutes of the AGM of 2004 were agreed and signed as a correct record. 4. GROVELEY IT CLUB Groveley IT club represented by Cllr Roger Small reported that it had tried very hard to get people to come but in the present day situation of most interested parties having their own computer equipment for continual use in their own homes, IT clubs were now having to close down. Two in Salisbury have already done so through lack of support. The money that the IT club has had available has been used for the running costs and is now coming to an end. Cllr Small informed all present that a final decision would have to be made as to the disbanding of the club and the possible distribution of the equipment if at all useful to the local school/s or elsewhere. The Parish will be informed when this takes place. 5. VILLAGE HALL The Village Hall Committee has been working hard on developing the idea and application for a dry weather play area. The actual start date for this has not yet been confirmed, the plan is however, to have this area installed before the Autumn. The Village Hall are still to meet for a final decision on this and will keep the Council informed. 6. PARISHIONERS 1. The Parishioners have requested a notice board to be erected somewhere closer towards Vale View Road as not all the residents have regular occasion use the bus stop where the main notice board is situated. The Parish council approved this idea and the clerk will organise a quote and eventual procurement and installation. 2. The residents of Mount Pleasant have petitioned to Trowbridge for speed restrictions on the C283 Stoford Bottom Road. The Parish Council is aware of this petition and with consideration of other planned road calming measures to be undertaken at some point through the villages, are generally in sympathy and support of this petition. The Annual General Meeting was then closed. The next Annual General Meeting will take place on Wednesday 3rd May 2006 at 7.00 pm

South Newton Parish Council Clerks report AGM May 05 The Parish council has had two resignations of Cllr Anthea Wilton and Cllr .Shirley Daw. There have been two new elections to councillor of Mr Robert Henstridge and Mr Andre Recknell. Over the last year South Newton and Stoford have seen continuing improvements in road and lamp post repair. A new lamp has been erected at the end of Stoford bottom to make the dark corner turn coming down the hill towards the Swan Inn safer. Hopefully, most of the potholes on the A36 have been filled within reasonable time of reporting. The lamp on lamp post No 13 has been chased for repair continually and this is still ongoing and is definitely a matter for Clarence. One letter of complaint regarding efficiency in this particular instance has been sent to Clarence. The Parish Lengthsmen have attended at regular intervals. The Parish council receives the dates of their visits in advance and with no extra requests for additional clearance anywhere the Lengthsmen have carried out their duties to apparent satisfaction. There has been an continuance of abandoned cars in Jubilee Terrace car park and occasionally in Vale View Road, which in most cases have been removed on request. Footpaths and stiles are all presently in good condition as far as the Council is aware. The Bonhams Bridge footpath will have superficial repairs done to it as required on a regular basis as complete renewal with foundations is not within budget. The Parish skips have been supplied and used on a regular basis of twice a year, the next ones will be applied for now in May. The Parish Council has expressed concerns as to how these are used and via the Parish Magazine has requested the residents not to overload these with large household items which SDC waste removal is prepared to remove if applied to. A road signpost indicating ‘ Leading to Highland View’ will shortly be in place at the side of the industrial estate. The Parish Council has shown active interest in the proposed All Weather area planned by the Village Hall committee. Letters from the Parish Council concerning diverse matters of the A36 Relief Road separate to the A36 Relief Road committee, have been sent to the House of Commons via MP Mr Robert Key as well as to the Minister of Transport, requesting a comprehensive explanation as to why the relief Road was turned down. No response as yet. The Bus Stops now have real time monitors installed and also lights. The Bus route for No 2 bus to include Vale View Road is still being assessed although the problem of parked cars is a hindrance to any development at present. The emergency services have also expressed their concern regarding restricted access due to parked vehicles. There is an ongoing project of listing the Pill Box – this is still in hand. The bungalow memorial stones are being reviewed for repair or renewal. The Councils Financial Balance as at end of financial year March 31st 05 Stands at Current Account £ 2408.00 Instant Access £ 5943.00

Fardell, D.Blake, N.Piner, A.Recknell, R. Henstridge, P.Swanton, R.Small, D.Barry, Clerk 1. APOLOGIES 2. DECLARATION OF INTERESTS 3. ANNUAL ELECTIONS Cllr Fardell proposed The Chairman Cllr Butters to remain in office – the proposal was unanimously seconded. Cllr Blake proposed Cllr Fardell to remain as Vice Chairman – the proposal was seconded. 4. MINUTES The Minutes of the Meeting of 6th April 2005 were agreed and signed as a correct record. 5. MATTERS ARISING FROM THE MINUTES a. No more abandoned cars at present. b. Road sign for 8 houses in Highland View. Will shortly be installed. c. Signs against dog fouling along the A36 and other areas will be dealt with by Cllrs Henstridge and Blake. d. The Parish will see three flower tubs installed. e. Cllr Blake reported that although he had received a quote of approximately £400,-- for the cleaning and relining the memorial stones, this was expensive for what it was and he had also applied for a replacement quote. This came to approximately £900. However, Cllr Recknell suggested the possibility of not removing the stones which in their present state and original position and setting have nostalgic historical value, but of securing a bronze plaque to the site with the original wording of the stones engraved on it. The Council approved this idea and Cllr Blake with re-enquire as to price and supply. 6. COUNTY COUNCILLOR’S REPORT 7. DISTRICT COUNCILLOR'S REPORT 8. STANDING AGENDA ITEMS a. Accidents – b. Northern Area Committee c. Planning Matters: The Parish council has queried the fulfilling of correct planning in the applied changes to 4 Knew Cottages. This concerns the stipulation of taking down fully, the hedge obscuring the corner. Cllr Brady will review this matter. There was no response to this and the clerk will remind Cllr Brady again. d. Rights of Way e. Environmental Amenities Cllr Recknell and Cllr Henstridge informed that new goal posts have been installed on the play area at the end of Vale View road, nets are still to be supplied. Skips are to be applied for May. f. A.36 Relief Road g. Village Plan 8. FINANCE 1. Payment to Clerk salary for May £110.-- 2. Payment to Mazars for 2004 Audit. 538 9. STREET LIGHTING PROJECT 10. COUNCILLORS’ REPORTS Cllr Piner reported that one of the road signs for Mount Pleasant has been removed, the Clerk would review replacement.
