Dishonest? Pedantic?,Illegal?

A Tisbury Lady recently paid £3.30 for the right to park at the Culver Street Car Park, and duly displayed the ticket at the front windscreen and it was in place at the time she left the car. When some near two hours later the attendant came upon the car, seemingly the ticket had blown to the floor . As the ticket was no longer on view, a Penalty Notice was issued. This parking Ticket was produced for Inspection.

IS IT TOO MUCH TO EXPECT THAT THE SALISBURY DISTRICT COUNCIL PROVIDE TICKETS OF SUFFICIENT WEIGHT TO DISCOURAGE A PARKING TICKET from BLOWING AWAY, OR THAT THEY RESTORE THE STICKY BACKING OF EARLIER DAYS? Or WOULD IT BE TOO DEVIOUS TO SUGGEST THAT IT IS NOT IN THEIR FINANCIAL INTEREST SO TO DO?

This aggrieved Lady has written a letter of Complaint to the Parking Administrator, and raises what may be an interesting point. I quote,

‘Could I draw your attention to the Legal Term ‘Undue Influence’ ‘Which is any improper pressure by which the Party Pressed is induced to benefit the Party Pressing, against which the Courts will relieve.’

Effectively this lady was advised that ‘if you shut up and pay up’, the £50 Penalty incurred will be discounted by half. Would that be improper Pressure?

Of course there is an APPEAL SYSTEM and another if that should fail ones cause. An initial enquiry has been launched under The Freedom of Information Act, which is intended to ascertain the circumstance of cases handled through Salisbury District Council.

This lady wishes it to be known that she has paid the £25 plus of course the original £3.30, solely because she can not afford to risk having to pay a Penalty Charge of two thirds of her State Pension, when she might the more easily have paid out but one third of it.

SHOULD ANYONE FEEL SIMILARLY JUSTIFIABLY AGGRIEVED, concerning SALISBURY DISTRICT COUNCIL PARKING, IT WOULD BE HELPFUL TO HEAR FROM THEM FOR ONE HAS IT IN MIND TO PURSUE THE MATTER OF ALLEGED UNDUE INFLUENCE FURTHER, For I am ashamed of what is being perpetrated in all our names.
